Are Parakeets Parrots?

I recently got an email from a reader who needed me to clear up a little misunderstanding for her. Apparently she and a friend had gotten into a discussion about whether or not Parakeets were a type of Parrot. She explained that she believed that they were, and that she and her friend had agreed that whoever was wrong would treat the other to dinner at a nice restaurant.
